Abstract: This paper is one in a series of training and technical
assistance publications prepared under the Youth Research and Technical Assistance
Project (YRTAP), sponsored by the U.S. Department of Labor, contract no.
99-0-1869-75-053-01. This paper uncovered many reasons why assessment systems are not
being developed, implemented, and operated in such a way that they contribute to
quality and cost-effective programming. Some of these reasons are technical, some
are political.
Extent of Collection: The distribution media contained four DOS WordPerfect
files.
Data Conversion: The DOS WordPerfect files were concatenated and
