Abstract:
This paper is one in a series of training and technical assistance publications
prepared under the Youth Research and Technical Assistance Project (YRTAP), sponsored
by the U.S. Department of Labor, contract no. 99-0-1869-75-053-01.
This paper does not attempt to present a comprehensive discussion
guide to assessment; a detailed practitioners guide to assessment techniques can be
found in the Assessment trainer's tool kit. Rather, this paper is aimed at providing
decision makers with the framework necessary for them to carry out their policy role in
implementing first rate assessment systems for at-risk youth.
