In 1992, a census was conducted which solicited financial information from all state and local governments across the country. Each government in the United States was asked to provide financial information in the categories of revenue, expenditure, assets and debt.
These data contain the financial data of each Individual Government. File A (Public Use GID) contains the identifying information about each government in the census. File B (Public Use Fin) is the actual financial data of each government in the census.

Notes:
The Unit Identification number (Unit id) for an Individual finance unit is the combination of the State Code, Type of government, County code, Governmental Unit number, Supplemental Code and the Sub code (or the first 6 fields/14 characters of each record).
To link the Government Identification information to the financial information, use the Unit Identification number (Unit Id). This applies for both the Individual Government data and the County Area data.
For Individual Governments records, the last 5 digits of the Unit id (the supplemental code and sub code) will be blank.
For County area data, only the State code and County code will have values in them. The rest of the fields that make up the Unit id will be blank.
In the case of the State by Type summation data that is in the Public Use Fin record format, only the State code and the Type of Government code will have data in them. The other fields that make up the Unit will be blank.
All files that contain Public Use Gid records or Public Use Fin records are sorted by Unit id (the first 6 fields in each record layout).
For the Individual Government data, there are 85,006 governments in the Government Identification file (fin92gid.dat). Only 77,862 of these governments have matching data in the Finance data file (fin92ind.dat). In a nutshell, most of the governments in the census that do not have any data in the finance file are special district governments that did not respond to the census. Because of the nature of special district governments, there is no sound method for statistically estimating data for them (in the event they didn’t respond to the census). Therefore, these governments are listed in the government identifying information file because they should be part of the census (they exist).
